Department of Transportation (DOT)

Just a continued reminder that Fremont County DOT closed Phantom Canyon Road from October 27, 2025, through December 27, 2025, to re-deck/repair 2 bridges.  During this time, no one will be allowed to pass thru, including any tours or bicyclists, as there will be no deck to carry traffic.  We will have signage indicating closure, as well as a “last turn-around” sign, to ensure the public is fully aware of the closure. The Public will have the opportunity to turn around at the 230 bridge on mile marker 22.

Just a reminder that Fremont County DOT closed Phantom Canyon Road from October 27, 2025, through December 27, 2025, to re-deck/repair 2 bridges.  During this time, no one will be allowed to pass thru, including any tours or bicyclists, as there will be no deck to carry traffic.  We will have signage indicating closure, as well as a “last turn-around” sign, to ensure the public is fully aware of the closure. The Public will have the opportunity to turn around at the 230 bridge on mile marker 22.

 

Changes to Fremont County Holiday Schedule

Fremont County Government currently utilizes two holiday schedules. A 10 hour holiday schedule for our staff that work a 4 day/ 10 hour work week and an 8-hour holiday schedule for the staff that work a 5 day/ 8 hour day. Additionally, the commissioners grant 10 hours of floating holiday leave that staff can use throughout the year at their discretion. This amounts to 90 hours of Holiday leave for all county employees.

Starting this coming year (2026), Martin Luther King Jr. Day (Jan. 19th) will be a recognized paid Fremont County holiday for those employees on a 10 hour/4 day work week and those employees on an 5 day/8 hour work week will be granted an additional 10 hours of floating holiday leave as we already recognize MLK Holiday for those employees on a 5 hday/8 hour work week.

With this update, each full-time employee will now receive a total of 100 hours of paid holiday time annually.

The Department of Human Services will be closed next Thursday, October 23rd, for their Quarterly Professional Development Day. They will resume normal operating hours the following day, Friday, October 24.

I am excited to announce that we have selected and hired Rick Gutierrez as our new Public Health Director. He brings a wealth of Mental Health experience and strong community ties that will greatly benefit Fremont County. He has already hit the ground running as his hire date was September 29th, so he is starting this 3rd week with the County. As the founding member of the Fremont County Chapter of Kiwanis, he has demonstrated a longstanding commitment to civic engagement and service. For the past six years, he has served as the Director of Operations at Hildebrand Care Center, where he has overseen critical areas such as facility management, safety and emergency management. His leadership in staff supervision and development, hiring, and training, reflects his ability to manage complex operations with integrity and effectiveness. A respected and active member of the Fremont County community, he is well-positioned to help advance the mission and values of the Fremont County Public Health Department.

Just a continued reminder that the Vital Records Department at Public Health is still operating with limited hours at Garden Park, which are as follows:

County Assessor’s Office

Just a reminder that the Fremont County Assessor’s Office has temporarily moved to the Garden Park/ Public Health Building. They anticipate a return to the County Administration Building by October 15th. The Assessors Office remodel is almost complete and we have begun moving office furniture and equipment back into the County Administration Building. 

They are still temporarily relocated across the street in the Garden Park Building and public access to Assessor Staff and records is still limited.

In-person visits will not be permitted at the Garden Park location.

Department of Transportation

Fremont County DOT will be conducting bridge repairs on CR 142.  During this time, the road will be closed to thru traffic from Monday September 29, 2025 thru Thursday October 2, 2025.  The road will be closed from SH115 to East 3rd in Florence.  Dates are subject to change according to weather conditions and work scheduling and we will notify you of any changes to the dates.  

 

 

Fremont County Airport

Fly-in is scheduled for October 4th 2025 from 730am-1000am. Please come out and bring your families for a fun morning of breakfast, classic cars and interesting aircraft.

Just a reminder that the Fremont County Assessor’s Office has temporarily moved to the Garden Park/ Public Health Building. They anticipate a return to the County Administration Building by October 15th. 

This temporary relocation is necessary to facilitate the removal of asbestos and a comprehensive remodel of the current office space. The project is projected to take approximately three months to complete.

During this temporary relocation, public access to Assessor staff and records will be limited. In-person visits will not be permitted at the Garden Park location.

Members of the public may continue to contact the Assessor’s Office Monday - Thursday, 7:00 a.m. to 5:00 p.m., by the following means:

Department of Transportation

  • The Fremont County DOT will be closing Phantom Canyon Road from Monday September 15, 2025 thru Wednesday September 17, 2025 to conduct rock scaling of the tunnels.  Travel will not be permitted during scaling operations, so alternate routes will need to be utilized.  Please plan accordingly for your commute and share with anyone who may need this information.  We appreciate your cooperation during scaling operations.

     

  • 2A Justice Center Road Update 8/20/2025

Project work has moved north and is focused between Independence Drive and the City Police Department. As a reminder to everyone driving on Justice Center Road within the work zone, please note that vehicular traffic should be heading southbound on Justice Center Road. Northbound traffic is not allowed within the work zone.

 

Please allow yourself plenty of time to arrive at your appointments to minimize any issues that may arise due to being late.

Department of Transportation

  • We are experiencing a lot of rain as everyone is aware and our DOT staff are dealing with flooding, rockslides and road issues around the county. Please be patient as they work to correct and clean up the roadways.
  • Our FCDOT is currently finishing chip sealing the roads and parking areas at Pathfinder Park. This project has been stopped for a couple of days due to the heavy rainfall.
  • Working on repairing the bridge at CR12 in Cotopaxi. Construction began on August 18 and with pouring of cement wall and backfilling behind the wall. DOT still has much work to complete such as building up the shoulder and curb and gutter, which is not scheduled at this point.

Fremont County Picnic-Tomorrow, August 27th, the elected officials are providing their annual Employee Picnic for our employees. This is a way for our Elected Officials to recognize their incredible hard work and dedication. Every day, staff members show up and give their best to serve the people of Fremont County, making a real difference. I am so appreciative of the opportunity the commissioners have given me to work alongside our Elected Officials and all staff and I am also thankful to work in an environment where our elected Officials celebrate our staff. 

This picnic will be held in the county building, so if you come in tomorrow to conduct business, please take a moment to thank our staff for their commitment to our community.
