Human Resource Generalist
Provides general assistance in the development of policy, directing and coordinating all aspects of human resource activities: employment, compensation, employee relations, benefits, training and employee services. Provides interdepartmental functional direction to the Elected Officials and Department Heads concerning Human Resource issues. Assists with the planning and coordinating of the workforce ensuring established staffing patterns are met and followed. Monitors the organizational charts based on budget submissions and approvals of each department. Assists with the management of the County's Compensation Management and Classification System to set salary ranges for all positions within the County. May analyze wage/salary reports and data to assist in determining a competitive compensation plan. Analyzes wage surveys from available sources to establish comparisons for like positions. Reviews job descriptions submitted by Elected Officials and Department Heads. Makes recommendations based on knowledge and research of appropriate essential functions for the position. Assists with the classification of job descriptions as needed. Provides input in developing, administering and monitoring compliance for County policies involving Human Resources. After final compilation policies involving Human Resources are sent to all employees and placed on the intranet or ESS system. Interprets County policy, rules, regulations, Federal and state laws regarding Human Resource issues as it relates to equal employment opportunity, compensation, leave and employee benefits, to ensure compliance with these policies, rules and regulations. Processes all Personnel Action Forms (PAF) involving promotion, demotion, resignation, retirement, termination, new hires and other actions as necessary. Ensures accuracy of information on the PAF and enters actions into the personnel/payroll system. Utilizes various benefits portals to enter changes, new hires, or separations. Communicates with third party providers and serves as a liaison between the employee and the providers. Assists with reconciling monthly invoices for benefits. Organizes the annual open enrollment event. Processes retirement forms and works with the retirement organization to provide information to and from employees. Monitors, develops and provides updated forms, methods or procedures as it relates to human resource issues. Monitors the employee evaluation system, makes recommendations and assists supervisors. Assists in maintaining a human resource system to meet the County's informational needs for communicating human resource functions, pay and benefits with the employees. Integrates communication functions with the payroll department. Provides assistance and guidance to employees on pay and benefits.
Bachelor’s Degree in business, human resources, education or other related field; or one (1) to three (3) years of general experience closely associated to management; or equivalent combination of education, training and experience.
Valid and current Colorado Driver’s License.
