Meet the Commissioners

Kevin Grantham

County Commissioner, District 1

Kevin Grantham took office January 12, 2021.  Kevin grew up in Ordway, Crowley County, in SE Colorado. He graduated from Liberty University in Lynchburg, VA with a BA in Religion. Kevin has been appraising real estate here in Fremont County since 1998.

Kevin has been active in the community including volunteering at a local shelter and serving in service oriented organizations such as the Lions Club International, Elks Lodge 610, and Gideons International.

Kevin served on the Canon City Board of Adjustments from 2005-2007 and as chair in 2007. He was then elected in 2007 to an at-large seat on Canon City Council.

In 2010 he was elected to his first term as State Senator District 2 and then re-elected in 2014. During his tenure he served on a variety of committees including Appropriations, Ag & Natural Resources, State, Veterans, & Military Affairs, Finance, and the Legislative Council Committee.

From 2012 to 2014 Kevin served as the elected Republican Caucus Whip and in the 2015-16 sessions he served on the Joint Budget Committee and as Chairman of the Appropriations committee. In 2017 and 2018 Kevin served as the President of the Colorado State Senate.

Kevin is married to Caroline and they have two children and five grandchildren. They make their home in Cañon City.


Debbie Bell

County Commissioner, District 2

Debbie Bell took office in January 2011 and is the first woman elected to the Fremont County Board of County Commissioners. Commissioner Bell has a background in journalism and a 30-year history of volunteerism with local groups. She currently serves as a board member of Fremont Economic Development Corp., Action 22, the Upper Arkansas Workforce Board, and many others. She serves as the Local Elected Officials Chair of the Colorado Rural Workforce Consortium and was honored to be elected President of Colorado Counties Inc. for 2021. She also is a member of several local volunteer and nonprofit organizations. She holds a Bachelor of Science degree in Computer Information Systems from Colorado State University at Pueblo, where she graduated Summa Cum Laude. Between them, she and her husband, Charlie, have five adult children and four grandchildren.


Dwayne McFall

County Commissioner, District 3

Dwayne McFall was elected to be the Commissioner for District 3 in 2016 and 2020.

Dwayne was born and raised in New Mexico. He attended West Texas A&M University in Canyon Texas where he earned a Bachelor of Science degree in Agriculture Business and Economics he graduated in 1989. He has been involved in Agriculture all his life and knows the importance of land conservation.

Dwayne moved to Fremont County in 1992 with his family to become a small business owner, before he went to work for Wal-Mart in 1994, working in supervisory positions for 23 years.

He and his wife Kendra have a blended family of 5 children and 5 grandchildren. He is a lifetime member of the NRA and Amateur Trap Association. He is also a member of Ducks Unlimited, The Mule Deer Foundation and the Rocky Mountain Elk Foundation. He is a huge supporter of conservation efforts for wildlife and livestock and an avid outdoors man/sportsman.
