The Fremont County Commissioners said at their October 9th regular meeting that they want more time to review language in a proposed amendment to the county’s subdivision regulations. The Board of Commissioners conducted a public hearing on the amendment which relates to requirements for submittal of sketch plans by developers. Sketch plans are being proposed as a way for a developer to present a concept of what is envisioned for a project without completing final engineered details of every aspect of the project. Commission Chair Debbie Bell said the Commissioners did not have an opportunity to discuss the language in the proposed amendment with Planning Department staff until October 4th. Bell said the Board needs more time to consider the changes.
County Attorney Brenda Jackson told the Commissioners that a sketch plan is not required but once a developer makes a choice to pursue a sketch plan then certain requirements kick in including a radiation hazard study as dictated by state law. The Commissioners voted to table the amendment until their November 13th meeting. The Commissioners will discuss the amendment language in a work session with staff members on October 23rd.
The Commissioners also voted at their October 9th meeting to renew the ambulance licenses for those agencies currently operating in the county. Ambulance license renewals were granted to American Medical Response (AMR), Northwest EMS, the Florence Volunteer Fire Department, the Penrose Volunteer Department, and Arkansas Valley Ambulance (AVA). The Commissioners heard some concerns voiced over the fact that AVA was out of service for about nine days when both ambulances had mechanical problems. The Commissioners reviewed protocols for AVA’s operations and ambulance inspector Tom Anderson said he plans to inspect their ambulances monthly for a six month period. Anderson said AVA also received a grant for a new ambulance which is to be delivered soon.
In other business at the October 9th meeting the Board of Commissioners:
- Granted Board of Health Approval for the use of portable chemical toilets at River Mountain Recreation at 193 County Road 3A in the Royal Gorge area west of Cañon City;
- Approved a new lease for a hangar at the Fremont County Airport for Bruce and Gail Claremont;
- Scheduled a public hearing for October 23rd for a Colorado Propane Supply distribution facility on property owned by Aercrete along Highway 120 east of Florence. Colorado Propane proposes to have a facility with 48 propane tanks with total storage capacity of 1.44 million gallons.
