Commissioners Approve Fiscal Services Software Contract

The Fremont County Board of Commissioners approved a contract at their March 27th regular meeting with a new firm to provide software and support services for all of Fremont County’s fiscal operations.   The contract with Tyler Technologies of Lubbock, Texas, is for new software operations for the County Finance Office, the County Assessor, County Treasurer, Public Trustee, and the County Clerk and Recorder.   The most significant change means an upgrade from old DOS technology to a Windows based system.    The county will pay $20,000 for the first year of service with conversion planned for next October.   Then in year two the contract calls for monthly fees of $12,513.

The commissioners last week also awarded a series of bids for materials needed for spring and summer road maintenance.   Suncor was the successful low bidder to supply the county with emulsion oil for chip seal projects while Tezak Heavy Equipment of Cañon City was the successful low bidder to supply the ¾ inch aggregate to also be used in the chip seal work.   Rocky Mountain Materials was the successful low bidder for asphalt which will be picked up by Fremont County crews at Rocky Mountain’s batch plant along Highway 120.   The contract for magnesium chloride used as dust suppressant on various roads around the county went to the low bidder, Envirotech.

Fremont County Department of Transportation Director Tony Adamic said his crews will be applying dust suppressant to 71 miles of roadway this spring which is about 20 miles more than last year.   Adamic said the county is able to do that mainly because of a lighter application of dust suppressant.   Adamic said after applying dust suppressant to Oak Creek Grade south of Cañon City last year, the application proved so beneficial in reducing annual maintenance costs, that they will add six miles of dust suppressant application to Oak Creek Grade this spring.

In other business at the March 27th meeting, the Board of Commissioners:

  • Approved final payment of $9,344 to pay off the balance due on the lease purchase of a fuel truck at the Fremont County Airport;
  • Approved the appointment of J.R. Phillips to the Fremont County Weed Advisory Board.   Phillips is retiring from his position as County Weed Coordinator on April 5th but will return to service on the Weed Advisory Board;
  • Reappointed Joe Scranton of rural Cañon City to another three years on the County Board of Zoning Adjustment;
  • Appointed Tim Payne of Cañon City to a three year term on the Board of Zoning Adjustment where he had been serving as an alternate member;
  • Approved the 2012 lease agreement with the Upper Arkansas Water Conservancy District allowing the Fremont County Department of Transportation to draw water from the Arkansas River for use on county road maintenance;
  • Approved liquor license renewals for Marv’s Place bar in Penrose and for a 3.2 beer license for the Penrose Kwik Stop;
  • Postponed consideration of a special event liquor license for the Cañon City Rodeo Association on Blossom Weekend until the April 10th board meeting.
