The Fremont County Board of Commissioners heard no opposition to some minor shifts in boundaries for the three County Commissioner Districts during a public hearing conducted Tuesday. Colorado statutes require the Board of Commissioners to adjust boundaries of commissioner districts in the year following completion of the U.S. Census so that population numbers are more closely balanced in each district.
The census numbers showed Fremont County Commissioner District 3 gaining in population while District 2 lost numbers. The census numbers under the existing commissioner district boundaries adopted in 2003 showed the following population breakdown: District 1: 13,063; District 2: 12,615; and District 3: 13,200. State and federal inmate numbers are excluded from the tallies for redistricting purposes.
The major impact from the commissioner district boundary changes occur at the far eastern edge of Cañon City. The Four Mile Ranch community and the Dakota Hideout subdivision would be moved from District 3 into commissioner District 2. There would also be some minor boundary adjustments in the Lincoln Park and Brookside areas as well as a small number of people in the Tunnel Drive area at the west edge of Cañon City moved from District 1 into District 3. With the proposed boundary changes the new district population breakdown would be: District 1: 12,974; District 2: 12,976; District 3: 12,928. Commission Chairman Ed Norden thanked Fremont County GIS Technician Dave Kimmett for his work in adjusting the proposed boundaries and setting out all of the new boundaries in written detail.
Following Tuesday’s public hearing the Board of Commissioners will consider formal adoption of the proposed County Commissioner Redistricting Maps at the September 27th regular board meeting.
At Tuesday’s regular meeting the Board of Commissioners also:
- Approved transfer of Fremont County’s 2011 Private Activity Bond allocation of $2.29 million to the Colorado Department of Local Affairs to manage the statewide pool of bond funds;
- Authorized the Chairman to sign the formal contracts with the Department of Local Affairs for the William Simpson housing project northwest of 15th and Washington Streets in north Cañon where mobile homes are being replaced by single family modular homes on permanent foundations;
- Approved a six month extension for contingencies on a kennel license for the Skye Borough Ranch Kennel in the Penrose area.
